Publish gazette of 36th BCS soon

The circular of 36th Bangladesh Civil Service (BCS) examinations was published 37 months ago, according to a report of Prothom Alo. Two and a half years have elapsed to complete preliminary, written and viva voce examinations. About eight months ago, the Public Service Commission (PSC) recommended recruitment of the successful candidates. Yes, till now no gazette has been published for the recruitment. Although many posts at various ministries remain vacant, these cannot be filled. The candidates of the 36th BCS have completed all stages of the examinations.

The circular of 36th BCS was published on 31 May 2015. Over 200,000 candidates participated in the examinations. The written examinations were held in September 2016. The viva voce examinations ended in June 2017. In October 2017, a recommendation was made to recruit 2,323 candidates in different cadres. There is no link with the ongoing movement for quota reform over the publication of this gazette. The movement is relevant for those who would take the BCS examinations in future. Those who have already appeared at the examinations will be recruited as per earlier rules. There is no sign of any resolution to quota system as the government has adopted a self-contradictory policy.

It is not only unfortunate but also a matter of concern that the gazette of 36th BCS is not published even at a time when the PSC is taking preparations for the 40th BCS. Although our policymakers talk about digital Bangladesh, our administration is running in regression.

The 38th and 39th BCS examinations will be held this year. So far we have heard of session jams at our educational institutions, and backlog of cases in our court. But now the public administration is making an unnecessary delay to recruit through BCS examinations. Around 2,000 to 2,500 candidates get jobs in cadre service jobs in a BCS examination. Besides, 3,000-3,500 candidates get jobs in non-cadre service. The number of candidates has increased to around 400,000 from 200,000.

It is noted in the past that the recruitment of many successful candidates was halted. We draw attention of the authorities so that such practice was not repeated. The bad precedent to halt recruitment of successful candidates on the pretext of political affilitation should be abolished. In student life, anyone can be involved in party politics or student organisations, but that should not be counted during recruitment.

According to the PSC chairman, a BCS examination can't be finished in less than two and a half years under the existing structure. If necessary, the structure has to be changed. Youths lose two to three years from their lives. It is a great loss for them as well as for the nation. If the examinations and results are published soon, the candidates can enter jobs timely. Although the government brings down the session jam in the educational institutions, the jam of BCS examinations continues. Let the successful candidates enter jobs in time by publishing the gazette soon.
