Why this delay in implementing Road Transport Act

The Road Transport Act 2018 came into effect last November. It has been three months but the law could not be properly implemented as of yet. A media report on Thursday said traffic sergeants cannot file cases under this act because the software of the POS machines was not updated.
They have not got the receipt book that is needed to manually file cases either. As a result, they cannot bring to book people who are going on the wrong side of the road or ignoring the traffic lights or speeding over the limit.
We wonder why the authorities announced the enactment of the law without updating the software of the POS machine. Media reports did mention at that time that not updating the software would mean
How much time do they need to update a software? And if they cannot do that, why could not they at least provide the book that can record the cases? What are these signs?
Road accident is a burning issue in Bangladesh. A just law to restore order on the roads has long been needed but no government took the matter seriously.
In August 2018, students took to the street protesting the death of fellow students. Their movement rocked the whole nation, and the Road Transport Act 2018 was formulated. However, the transports workers and owners had always been against the law. Such a stance goes against the spirit of the nation.
But amid pressure from this quarter, the law's implementation is being hindered. Not updating the POS machines and using the old slips to mention the fault and the fine probably keeps things under the traffic sergeants like before.
A number of policemen told journalists that the law asks them not to punish the big offences. They say implementing the law remains with the government's top brasses. And they do not know when they can file cases under this act.
This is totally unacceptable. We expect the authorities look into this immediately and take stern actions.
